The state has released the End-of-Course (EOC) exam results for 2012-2013.
The percent of students proficient (scoring Excellent or Good) increased – and at a faster rate than the state.
From 2011-12 to 2012-13, looking at all tests combined:
- RSD-New Orleans and OPSB each gained 7 percentage points.
- The state gained 4 points.

High Schools Are Closing the Gap
In 2005, OPSB trailed the state by 21 points in the percentage of high school students proficient on the Graduation Exit Exam (GEE). The GEE had four tests – English, Math, Science, and Social Studies – and the state’s proficiency goal was for students to score Basic or above.
In 2009, the state started phasing out the GEE and began replacing it with the more rigorous End-of-Course tests. This year EOCs were fully phased in, and the GEE is no longer given. There are six EOCs – Algebra I, English II, Biology, English III, Geology, and U.S. History – and the state’s proficiency goal is for students to score Excellent or Good.
While the EOCs and the GEE are different tests, we can compare New Orleans’ relative performance to the state average. The improvement in student achievement across the city becomes evident.

New Orleans has closed the gap with the state to just 6 points!
In 2005, only 39% of New Orleans students were proficient on the GEE, versus the state average of 60% – a gap of 21 percentage points.
In 2013, on the EOC tests, 53% of New Orleans students were proficient (OPSB, RSD, Type 2 charters, NOCCA) versus 59% statewide – a gap of only 6 percentage points.
Progress Mirrors K-8 Gains
High school progress is consistent with the gains we have seen in K-8 testing. Just like with the 2013 LEAP and iLeap results, New Orleans trails the state in the percent proficient by 6 points and trails Jefferson Parish by 2 points, but outperforms Baton Rouge and Shreveport (Caddo Parish).

EOCs: The Fine Print
- To graduate, students must pass three of the six EOC exams: English II or III, Algebra I or Geometry, and Biology or U.S. history.
- Students can score a Fair and still pass the test, but schools will only receive points toward their School Performance Scores (SPS) for scores of Excellent or Good.
- This year is the first time students took all six exams, so 2012-2013 will serve as a good baseline for high school performance going forward.
- EOC results now make up 25% of high schools’ SPS, which will be released this fall. The new U.S. History results will not count toward this year’s SPS.

Four open-admission high schools are in the top six high-performing high schools in the city, including all three Collegiate Academies charter schools.

O.P. Walker: O. Perry Walker High School deserves a special mention for its remarkable turnaround since Katrina. In 2005, it was one of the 10 lowest performing high schools in the city and academically unacceptable. This year, it is above the state average, ranking 8th in the city in the percent of students proficient on the EOCs and on par with Edna Karr and Warren Easton.
Cause for Concern
What happened at Miller-McCoy? The school experienced an 18-point decrease in the percentage of students proficient on the EOCs. This is a significant drop in performance and definitely troubling.
